General Rules & Procedures for Public Participation at
City of Boynton Beach Commission Meetings
The Agenda:
There is an official agenda for every meeting of the City Commissioners, which determines the order of business conducted at the meeting. The City Commission will not take action upon any matter, proposal, or item of business, which is not listed upon the official agenda, unless a majority of the Commission has first consented to the presentation for consideration and action.
- Consent Agenda Items: These are items which the Commission does not need to discuss individually and which are voted on as a group.
- Regular Agenda Items: These are items which the Commission will discuss individually in the order listed on the agenda.
- Voice Vote: A voice vote by the Commission indicates approval of the agenda item. This can be by either a regular voice vote with "Ayes & Nays" or by a roll call vote.
Speaking at Commission Meetings:
The public is encouraged to offer comment to the Commission at their meetings during Public Hearings, Public Audience, and on any regular agenda item, as hereinafter described.
City Commission meetings are business meetings and, as such, the Commission retains the right to impose time limits on the discussion on an issue.
- Public Hearings: Any citizen may speak on an official agenda item under the section entitled "Public Hearings."
- Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Commission - Time Limit - Three (3) Minutes.
Regular Agenda Items: Any citizen may speak on any official agenda item(s) listed on the agenda after a motion has been made and properly seconded, with the exception of Consent Agenda Items that have not been pulled for separate vote, reports, and presentations. - Time Limit - Three (3) Minutes.
Addressing the Commission: When addressing the Commission, please step up to either podium and state your name for the record.
Decorum: Any person who disrupts the meeting while addressing the Commission may be ordered by the presiding officer to cease further comments and/or to step down from the podium. Failure to discontinue comments or step down when so ordered shall be treated as a continuing disruption of the public meeting. An order by the presiding officer issued to control the decorum of the meeting is binding, unless over-ruled by the majority vote of the Commission members present.
Please turn off all cellular phones in the City Commission Chambers while the City Commission Meeting is in session.

A. Proposed Ordinance No. 26-024- First Reading, An Ordinance of the City Commission of the City of Boynton Beach, Florida, approving amendments to the Comprehensive Plan of the City of Boynton Beach, Florida, to implement necessary updates and revisions; providing for severability, conflicts, and providing for an effective date.
Acting as the Local Planning Agency (LPA): Staff recommends that the LPA recommend approval of Proposed Ordinance No. 26-024.
Acting as the City Commission: Staff recommends approval of Proposed Ordinance No. 26-024 on first reading.

Speakers will be limited to 3-minute presentations (at the discretion of the Chair, this 3-minute allowance may need to be adjusted depending on the level of business coming before the City Commission).

A. Advisory Board Appointments
City Commission to appoint and reappoint eligible members of the community to serve in vacant positions on City Advisory Boards.
- Mayor Shelton tabled the Library Board appointment on June 2, 2026.
- Commissioner Cruz tabled the Historic Resources Preservation Board appointment on June 16, 2026.
7. Consent Agenda
A. Proposed Resolution No. R26-112- Ratifying the application and approving the agreement for the Library Services and Technology Grant between the City and the State of Florida in the amount of $29,080, and executing all future documents associated with the grant, subject to the review of the City Attorney's office.
Staff recommends approval of the proposed Resolution No. R26-112.
B. Proposed Resolution No. R26-113- Ratifying the application and approving the agreement for the Library Services and Technology Grant between the City and the State of Florida in the amount of $7,000 and authorizing the execution of all future documents associated with the grant, subject to the review of the City Attorney’s office.
Staff recommends approval of the proposed Resolution No. R26-113.
C. Proposed Resolution No. R26-114- Approving an Agreement between the City of Boynton Beach and Palm Beach County for swimming lessons through the Drowning Prevention Coalition Learn to Swim Program, for a three (3) year term.
Staff recommends approval of Proposed Resolution No. R26-114.
D. Proposed Resolution No. R26-121- A Resolution of the City of Boynton Beach, Florida, amending Resolution No. 26-109 to Correct the Rolled-Back Millage Rate for Fiscal Year 2026-2027 from 7.4170 to 7.4257, and Providing an Effective Date.
Staff recommends approval of Proposed Resolution No. R26-121.
8. Consent Bids and Purchases
A. Proposed Resolution No. R26-115- Approving a First Amendment to the Agreement between the City of Boynton Beach and Shamtec, Inc. for RFP No. 25-058R for HVAC Equipment, Maintenance Products, Services, and Repairs, to increase the annual not-to-exceed amount from $500,000 to $700,000 and revising the scope to include additional locations.
Staff recommends approval of Proposed Resolution No. R26-115.
B. Proposed Resolution No. R26-116- Approving Amendment No. 1 to Contract No. CW24-064 between the City of Boynton Beach and Clean Space, LLC (f/k/a Clean Space, Inc.) for Janitorial Services for City Municipal Buildings, Facilities, and Utilities Buildings, increasing the annual not-to-exceed amount from $400,000 to $430,000.
Staff recommends approval of Proposed Resolution No. R26-116.
C. Proposed Resolution No. R26-117- Awarding ITB No. 26-036B for S.E. 36th Avenue Gulfstream Boulevard Streetscape and Watermain Improvements Project to DBF Construction, LLC, and approving a Construction Agreement between the City and DBF Construction LLC in the amount not to exceed $3,791,843.12, plus a 10% City Contingency of $379,184.00, for a not-to-exceed amount of $4,171,027.12.
Staff recommends approval of Proposed Resolution No. R26-117.
D. Proposed Resolution No. R26-122- Approving a Piggyback Agreement between the City and the BG Group, LLC for the demolition of properties located at 444 W Boynton Beach Blvd, in the amount of $306,684.42 plus a 20% contingency of $61,336.88, totaling $368,021.30.
Staff recommends approval of Proposed Resolution No. R26-122.
E. Approve the annual expenditure and authorize the Mayor to sign the renewal amendments for RFPs/Bids and/or piggybacks for the procurement of services and/or commodities as described in Exhibit A for July 7, 2026 - "Amendment Request for Bid Extensions and/or Piggybacks."

A. Proposed Resolution No. R26-119- Confirmation of the Appointment of Adam Temple as Deputy City Manager.
Staff recommends that the City Commission adopt Proposed Resolution No. R26-119, confirming the appointment of Adam Temple as Deputy City Manager.
B. Discussion regarding creating a beautification board.
Requested by Vice Mayor Turkin.
C. Proposed Resolution No. R26-120- Approve a Declaration of Restrictive Covenant for Boynton Forest (Conservation/Natural Habitat Preservation).
Staff recommends the approval of Proposed Resolution No. R26-120.
D. Proposed Ordinance No. 26-019- Second Reading, An Ordinance of the City Commission of the City of Boynton Beach, Florida, Amending Chapter 3, Article III, Section 8.E Downtown Transit-Oriented Development District (DTODD) Overlay to remove language in regards to density allowance of units 750 square feet or less to count as one-half (1/2) a unit, as well as general cleanup of the overall article.
Staff recommends approval of Proposed Ordinance No. 26-019 at Second Reading.
E. Proposed Ordinance No. 26-020- Second Reading, An Ordinance of the City Commission of the City of Boynton Beach, Florida, Amending Chapter 4 "Site Development Standards," Article VII "Exterior Lighting Standards"; to amend the relief process to remove language regarding Community Design relief but keep Waiver relief, and general cleanup of the overall article.
Staff recommends approval of Proposed Ordinance No 26-020, at Second Reading.
F. Proposed Ordinance No. 26-021- Second Reading, An Ordinance of the City Commission of the City of Boynton Beach, Florida, Amending Part III, Chapter 1, Article II (Definitions) and Chapter 3, Article III, Section 8 (Overlay Zones) to add a Marina District Overlay; providing for codification; conflicts; severability; and an effective date.
Staff recommends approval of Proposed Ordinance No. 26-021 on Second Reading.
G. Proposed Ordinance No. 26-022- Second Reading, An Ordinance of the City Commission of the City of Boynton Beach, Florida, approving the abandonment of a portion of the 30' wide SE 3rd Street right-of-way, located between SE 5th Avenue and SE 6th Avenue; authorizing the City Manager to execute a disclaimer, which shall be recorded with this ordinance in the public records of Palm Beach County, Florida; providing an effective date; and for all other purposes.
Staff recommends approval of Proposed Ordinance No. 26-022 on Second Reading.
H. Approve request for a Major Site Plan Modification (MSPM 2026.01.0663) to the Pence Park Improvements project to allow for the renovation and expansion of the existing Pence Park, including sports facilities and field, a children's play area, and multiple indoor areas for multipurpose, office, and storage, in the REC (Recreational) zoning district, located at 600 SE 4th Street on a 3.33-acre site. Applicant: City of Boynton Beach. Tabled at the June 16, 2026, City Commission Meeting
Staff recommends approval of the Major Site Plan Modification (MSPM 2026.01.0663).
I. Proposed Ordinance No. 26-023 on Second Reading, amending Part II, Chapter 2, "Administration," Article II, "City Manager," Section 2-30 "Powers and Duties Generally," by creating new subsection "K" authorizing the City Manager to execute certain contracts on behalf of the City; providing for codification, severability, conflicts, and an effective date.
Staff recommends approval of Proposed Ordinance No. 26-023 on Second Reading.
